📌 The “Matras” law extends the obligation to draw up a Plan Communal de Sauvegarde (PCS) to communes subject to risks other than those previously provided for. It also obliges EPCIs to build an Intercommunal Safeguard Plan (PICS) whenever a commune on its territory is subject to the obligation of a PCS.
